MOFCOM Spokesman Commenting on EU's Announcement of the Initial Determination on Anti-dumping Against Chinese Leather Shoes

Chong Quan said, it was well known that shoe manufacture industry was a labor-intensive industry, China had a comparative advantage in such industry owing to the low cost on labors. There was no dumping in export of Chinese shoes to EU and the unilateral accusation of EU had not been proved. Chinese shoes exported to EU were treated unfairly with quota restriction for a long time, and EU eliminated quota administration on Jan. 1, 2005 owing to the commitment made on China's entry into WTO. Within over 1 year after the access, EU hurried up to take anti-dumping measures against Chinese leather shoes, which completely indicated EU's trade protectionism, was in violation of the general tendency of trade liberalization in WTO Round Negotiation and against the benefit of EU, and some major members of EU openly opposed to the action.

Chong Quan said that there were much to do for EU during the investigation, especially lack of justice on deciding whether gave China the market economy treatment or not. Leather shoes industry was one of industries of the highest marketization in China. 98% enterprises engaging in the industry in China were private and foreign-funded enterprises, but EU neglected it and denied all application of enterprises responding to the anti-dumping for market economy treatment and would levy anti-dumping tariffs, which violated the principle of fair trade and had obvious discrimination.

Chong Quan said that China asked EU to treat fairly with Chinese enterprises involved in the anti-dumping and newly carry out an all-round and reasonable analysis and evaluation on the issue to make a decision in line with WTO rules and to guarantee the orderly development of shoes trade between China and EU.
