Chong Quan Attended and Addressed the 2nd Annual National Conference on Business Laws

  

The 2nd Annual National Conference on Business Laws was held in Beijing on November 26. Mr. Chong Quan, Deputy China International Trade Representative, attended and addressed the Conference.

Mr. Chong Quan said that China’s business laws have achieved remarkable success in recent years. In view of legislation, a series of business laws and regulations have been promulagated (or adopted), which isa legal guarantee for scientific development of China’s business. In view of international trade friction, China’s experience of response to international trade friction is further enriched and a lot of outstanding professionals proficient in WTO rules, international investment rules, and IPR rules are growing. In formulation of international rules, China actively participates in the making of rules ontrade, investment, intellectual property rights related to international community, improve the level of China's ability in international rule-making and raise our voice in global governance.

Mr. Chong Quan pointed out that the ups and downs of the international situation and the rise of various forms of protectionist forces bring many challenges to the work on business laws. Chinese enterprises have encountered some problems in their development overseas, which is a reflection of the complex twists and turns of the Chinese enterprises to “Going global”. The role of intellectual property played in motivating scientific and technological innovation is further enhanced and the demand for rights protection overseas is increasing. China has moved from the initial absorption of foreign capital to the development of "introducing in" and "going global”;bilateral investment treaty negotiations and urgent demands for international investment rule-making are becoming increasingly complex and difficult. In view of domestic market, the price war among three electricity suppliersin the middle of this year havearose people’s attention to the new e-commerceindustry.

Mr. Chong Quan stressed that in accordance with the deployment and the demands by the 18th NCCPC, the work of business laws should be launched to effectively support the work of business center, to promote the scientific development of business, to serve to achieve the economic and social goals of "12th Five-Year Plan” as well as to achieve the grand goal of building a moderately prosperous society put forward by the 18th NCCPC; to take the annual conference on the current business laws as an opportunity to further boost morale, forge ahead and work together to do a good job in all areas of business laws.

The 2nd Annual National Conference on Business Laws was hosted by MOFCOM, focusing on the hotspots of the work of business laws. The Conference was set up four sub-forums themed as legal problems on “Going global”, E-commerce legislation, foreign-related intellectual property rights protection overseas and investment agreements, so as to strive to build a platform for information-sharing, the collisionof point of view, communication and cooperation, and cohesion consensus and problem-solving.About 300 representatives from relevant departments from the State Council, domestic well-known experts and scholars, and entrepreneurs and lawyers attended the Conference.
